of Women Mediators in the Horn of Africa

Context and needs

The Horn of Africa is going through a time of great instability.
The ongoing and relentless transition between peace and war in many countries has had a particularly profound impact on women in the region, who are the most affected during war.

The various armed conflicts in the region and their impact on the female population demand greater participation of women in peace processes. This is a necessary step to build a just and sustainable peace. In this sense, a useful (and currently absent) tool to increase women participation is a regional network of women mediators. Such networks have sprung up in different parts of the world—the Nordic network was born in 2015, the Pan-African one (FemWise-Africa) and the Mediterranean one in 2017—with the goal of promoting a different kind of participation than in the past. These networks work both locally and internationally, supporting their members with training opportunities, dialogue and technical support and, in some cases, they are also able to offer political support for engagement.

A formal regional network of women mediators does not yet exist in the Horn of Africa: its creation would make it possible to strengthen the voice of women, and their role, in processes of extreme importance for the peace and security of the entire region.

 

Goal and Objectives

The main goal of the proposed project is to strengthen the participation of women to processes related to peace and security in the Horn of African, in line with the participation pillar of United Nations Security Council Resolution 1325 on Women, Peace and Security (WPS).

The project’s specific objectives are:

1. To identify opportunities and barriers for the creation of a regional network of women mediators in the Horn of Africa;

2. To create networking opportunities for women mediators from Ethiopia, Kenya, Somalia, Sudan, and South Sudan;

3. To strengthen bilateral (between Italian and regional actors) and multi-lateral (between regional actors) dialogue on peace and security.

 

 

The project has been designed in alignment with the scope and priorities of the fourth Italian National Action Plan (NAP) on Women, Peace and Security.

 

Expected Results and Planned Activities

 

The project pursues three expected results, each through a combination of different activities.

The results are:

1. New knowledge and analysis are generated on the opportunities and challenges of women mediators and peacebuilders in the Horn of Africa;

2. Women mediators and peacebuilders in Ethiopia, Kenya, Somalia, Sudan, and South Sudan have increased opportunities, capacity, and confidence to participate in regional dialogue and advocacy activities;

3. A strategic plan for establishing the regional network of women mediators for the Horn of Africa is developed and endorsed by participants and institutional stakeholders.

 

 


 

The project foresees the following key activities:

 

A) Feasibility study on the creation of a Regional Network of Women Mediators in the Horn of Africa.
The study on the feasibility of creating a regional network.
The study will focus on three core questions:
(i) What does the landscape in terms of women’s participation in peace mediation currently look like?
(ii) How, and at what level, do individual women mediate, and what motivates their engagement?
(iii) What have been the efforts to create networks of women mediators or peacebuilders locally, and or regionally?

 

B) Facilitation of exchanges among a group of women mediators and peacebuilders.
The project will identify women mediators and peacebuilders to be invited to participate in a dialogue process. Around 20 participants will be selected to participate in the process and subsequently in contributing to define what the network might look like. The group of women will go through a series of online meetings with the main objective of strengthening their capacity to network and engage with policy-makers in their own countries and regionally.

 

C) Regional workshop and launch event
In the end, a regional workshop will take place: the women mediators and peacebuilders will be invited to participate in the event, which will be held in Nairobi, Kenya. The event will be a time to lay the concrete groundwork for the creation of the regional network. In fact, the event will be used to lay the bases for a strategic plan, which will identify the priorities of women mediators regarding participation in peace processes, capacity building and advocacy. The workshop will last two (or three) days and will also allow the participation of policymakers whose role will be critical to the success of the network. These will include representatives from the Italian Ministry of Foreign Affairs, the European Union, and IGAD.
